Youth Drug Protection Act - Amends the Controlled Substances Act and the Controlled Substances Import and Export Act to impose increased criminal penalties for dealing in: (1) one or more grams of a base form of cocaine; and (2) 100 or more grams of other schedule I or II narcotic drugs. (Current law imposes such increased penalties on a kilogram or more of some schedule I or II narcotic drugs.) Imposes increased penalties for employing persons under 21 years of age to distribute controlled substances. Imposes enhanced penalties for the manufacture of a controlled substance in or near an elementary or secondary school. (Current law imposes such enhanced penalties only for the distribution of a controlled substance in or near such schools.)
