(Measure passed House, amended, roll call #333 (416-4)) Forest Ecosystems and Atmospheric Pollution Research Act of 1986 - Amends the Forest and Rangeland Renewable Resources Research Act of 1978 to direct the Secretary of Agriculture, acting through the Forest Service, to research the cause of declining domestic forest productivity related to atmospheric pollution through a ten-year program. Requires the Secretary to establish an advisory committee and coordinate the program with other governmental and private efforts. Requires the Secretary to report to the Congress and the President at specified intervals on the existing research and the need for additional research and monitoring of forest decline. Requires a final report to be submitted not later than ten years after the initial program report.
