To reduce the amounts of monies authorized to be loaned from the Agricultural Credit Insurance Fund and the Rural Development Insurance Fund and to redirect those monies in accordance with the authorization contained in the farm bill, S. 1714, as reported by the Committee on Agriculture, Nutrition, and Forestry, and to reduce the appropriations for the food stamp program to conform to the budget authority levels for that program as estimated by the Congressional Budget Office.
