Whereas, in 1972, Congress enacted Title IX in order to end unjust sex discrimination in education and provide women greater opportunity to participate in athletics, including college athletics;Whereas the Biden Administration proposed changes to Title IX that would allow biological men to play in women’s sports;Whereas there are fundamental biological differences between men and women, including the XX chromosomes for women and the XY chromosomes for men;Whereas these fundamental biological differences put women at a competitive disadvantage in sports;Whereas, in recent years more and more biological men have been allowed to compete in women’s sports;Whereas, between 2003 and 2022, biological men have won 28 women’s sports titles, including the 2019 national championship for bench press, the 100- and 200-meter high school New England Regional Championships in 2018, and the 500-yard Division I NCAA swimming championship in 2022;Whereas "emotional pain", "lost experiences", "denied opportunities", and "traumatized" have been words used to describe the experience of biological women who have been forced to compete against biological men in sports; andWhereas October 10th is symbolized by the Roman numerals "XX": Now, therefore, be itThat the House of Representatives—
  - (1) opposes forcing biological women and girls to compete against biological boys and men in girls’ and women’s sports;
  - (2) opposes the weakening of Title IX protections; and
  - (3) supports the designation of a “Real Women’s Day”.
