Amendment required that SBIR awardees be owned and controlled by at least one individual, or a business concern owned and controlled by individuals, who are a citizens of, or permanent resident aliens in, the United States. Any applicant found knowingly hiring, recruiting, or referring for a fee, an unauthorized alien shall not be eligible for the receipt of future awards.
