Performance Rights in Sound Recordings Act of 1993 - Provides an exclusive right to perform sound recordings publicly by means of digital transmissions. Prohibits license fees payable for public performance of sound recordings that are reproduced from being considered in any governmental proceeding to set or adjust the royalties payable to copyright owners of musical works for the public performance of their works.
