Amendment in the nature of a substitute expresses the sense of the Congress that the U.S. troops in Haiti should be removed as soon as possible and that the President should have received Congressional approval for the operation before committing troops; requires the President to submit to Congress within seven days a report on the objectives of the Haiti operation; and requires the President to report monthly on the progress of the operation.
